In 2001, the Australian Government introduced the Product Stewardship for Oil Program to provide incentives to increase the recycling of used oil. The program, administered by the Department of the Environment, Water, Heritage and the Arts, aims to encourage the environmentally sustainable management of used oil and its re-use. These arrangements provide incentives to increase used oil recycling in the Australian community, including a levy-benefit system.
The Australian Government provided transitional assistance grants to support the implementation of the product stewardship arrangements. Between January 2001 and June 2007, around $22 million in grants were awarded for a range of projects including the installation of infrastructure such as waste oil collection tanks and the construction of re-refining plants. Funding for the grants ceased in June 2007.
The department has engaged SWB Consulting to review the transitional assistance grants with a particular focus on their role and effectiveness in enabling the collection of used oil and establishing a sustainable used oil industry. The department is also interested in the lessons it can learn from the delivery of the grants program and projects and how these lessons might be applied to stewardship arrangements for other products. The review must be completed by May 2008.
It is important to note that this review will not consider issues such as the levy-benefit system. A review of the Product Stewardship (Oil) Act 2000 will be undertaken as a separate exercise later this year and a wide range of issues, including the levy-benefit system, will be considered at that time.
