About the report

This report provides information on the operation of the Product Stewardship Arrangements for Waste Oil during 2000-01, the first year of the program. The arrangements commenced operation on 1 January 2001, hence the report essentially covers the six month period from 1 January 2001 to 30 June 2001.

The total program allocation from the Commonwealth for 2000-01 was $14.9 million, including a $12.4 million provision for benefit payments, and $2.5 million in transitional assistance funding. Actual expenditure was $4.0 million ($2.7 million in benefits and $1.3 million transitional assistance). This was offset by revenue collected under the product stewardship (oil) levy.

The structure of this report is as follows:

• Chapter 1 outlines the purpose and structure of the Product Stewardship Arrangements for Waste Oil and provides information on the implementation and start-up of the arrangements.
• Chapter 2 provides financial information for the 2000-01 financial year.
• Chapter 3 focuses on the establishment of the Oil Stewardship Advisory Council and its activities during 2000-01.
• Chapter 4 provides information on the allocation of the transitional assistance funding
• Chapter 5 reviews the operation of the arrangements over 2000-01, looking at actual against planned expenditure, the effect of the arrangements on oil recycling and the recycling industry, and potential areas for review in the future.

This report is required to be prepared under section 35 of the Product Stewardship (Oil) Act 2000.
